Niacro Responds to Justice Consultation: Advancing Fairness and Early Resolution

Niacro has submitted its response to the Department of Justice’s 2025 consultation, advocating for reforms that strengthen fairness, transparency, and timely justice. Drawing on over 50 years of frontline experience, we support approaches that prioritise early case resolution and uphold the dignity of all involved - especially victims.

 

Our Vision

We welcome steps to build a justice system that is more responsive, trusted, and efficient. But meaningful progress requires more than procedural changes - it calls for a cultural shift that places fairness, clarity, and public confidence at its core.

 

Key Recommendations:

·       Clear statutory guidance: Transparent frameworks that support timely decisions, while preserving judicial discretion.

·       Victim-centred communication: Victims should be informed and engaged throughout the process, with clear, accessible explanations.

·       Safeguards for early resolution: Early decisions must be supported by full disclosure, legal advice, and judicial oversight.

·       Independent oversight: A Sentencing Council should guide reforms, with statutory protections and public consultation.

·       System-wide coordination: Reforms should align with case management, digital tools, and support services to ensure consistency and fairness.
