Richard is a former senior civil servant who most recently served in the NIO and Department of Education. For the last six months of his civil service career, he supported Dr Maurice Hayes on the Acute Hospital Review Team. Since leaving the civil service in 2001, Richard has worked on a self-employed basis as a research and management consultant. In that capacity, he has carried out assignments for a number of Government Departments, including DEL for whom he managed two Efficiency Reviews (of the North East and North West Institutes of Further and Higher Education). Richard has been Chair of NIACRO since May 2001.
